the project for E-voting in Canada is in need of hard scrutiny.

I sent a follow-up to my Sept, 2011 email to Marc Mayrand, Chief Electoral Officer, because of grave concerns about electronic voting.   People in the U.S. have done an excellent job of documenting and videoing the “real world” of electronic voting machines.   (See under “Categories” in right-hand sidebar:  “Electronic Voting ” under “Democracy requirements”.)

“DELAND, Fla., Nov. 11 – Something very strange happened on election night to Deborah Tannenbaum, a Democratic Party official in Volusia County. At 10 p.m., she called the county elections department and learned that Al Gore was leading George W. Bush 83,000 votes to 62,000. But when she checked the county’s Web site for an update half an hour later, she found a startling development: Gore’s count had dropped by 16,000 votes, while an obscure Socialist candidate had picked up 10,000–all because of a single precinct with only 600 voters.”

Yes. Something very strange happened in Volusia County on election night November 2000, the night that first Gore won Florida, then Bush, and then as everybody can so well remember there was a tie.

Something strange indeed. But what exactly? In the above report ( click for full version), written days after the election, hotshot Washington Post reporter Dana Milbank goes on to attribute the strange 16,022 negative vote tally from Volusia’s precinct 216 to an apparently innocent cause.

“….faulty ‘memory cards’ in the machines caused the 16,000-vote disappearance on election night. The glitch was soon fixed,” he wrote.

But thanks to recent investigations into Black Box Voting by Washington State writer Bev Harris we now know this explanation is not correct. In fact it is not even in the ballpark.

According to recently discovered internal Diebold Election Systems memos, Global Election Systems’ (which was later purchased by Diebold) own technical staff were also stumped by the events in Volusia County/

In Chapter 11 of her new book“Black Box Voting In the 21st Century” released early today in .PDF format at Blackboxvoting.com and here at Scoop Ms Harris observes.

 

“If you strip away the partisan rancor over the 2000 election, you are left with the undeniable fact that a presidential candidate conceded the election to his opponent based on [results from] a second card that mysteriously appears, subtracts 16,022 votes, then just as mysteriously disappears.”

Working in parallel with Ms Harris Scoop has also been inquiring into the events on election night in Volusia county. Much of the material that follows is similar to that which appears in Chapter 11 of her book.

The starting point in this shocking discovery about election 2000 came in a series of internal Diebold ES technical support memos.

The following is an abbreviated version of the exchange concerning the peculiar events in Volusia county. For the purposes of research the exchange is included in full as an Appendix to this report (APPENDIX TWO). The discussion took place in early 2001 as an audit was underway in Volusia county into the events.

I need some answers! Our department is being audited by the County. I have been waiting for someone to give me an explanation as to why Precinct 216 gave Al Gore a minus 16022 when it was uploaded. My understanding is that the card was not corrupt after (or before) upload. They fixed the problem by clearing the precinct and re-uploading the same card. So neither of these explainations washes. That’s not to say I have any idea what actually happened, its just not either of those…

The problem is its going to be very hard to collect enough data to really know what happened. The card isn’t corrupt so we can’t post-mortem it (its not mort).

The problem precinct had two memcory cards uploaded. The second one is the one I believe caused the problem. They were uploaded on the same port approx. 1 hour apart. As far as I know there should only have been one memory card uploaded. I asked you to check this out when the problem first occured but have not heard back as to whether this is true.

When the precinct was cleared and re-uploaded (only one memory card as far as I know) everything was fine.

Given that we transfer data in ascii form not binary and given the way the data was ‘invalid’ the error could not have occured during transmission. Therefore the error could only occur in one of four ways:

[4.] There is always the possiblity that the ‘second memory card’ or ‘second upload’ came from an un-authorised source.

**********Unfortunately whether or not John McLaurin got to the bottom of the mystery of Volusia County is something the memos cannot tell us.

Searches of the Diebold memos database find a single followup memo from McLaurin about the Checksum Errors experienced in Volusia, but nothing on the mysterious 16,022 negative vote count.

Which leaves us where exactly?

What we know from the memos can be summarised as follows:

– Two memory cards were uploaded from Volusia Couny’s precinct 216, the second one was loaded sometime close to 2am in the morning. It automatically replaced the first card’s results and reduced Gore’s total by 16,022 votes and added several thousand votes to Bush plus a variety of minor candidates;
– Both memory cards loaded into the system clean and without errors, indicating (contrary to the official line) that they were not faulty;
– After the error was noticed the original card was reloaded and the mistake was rectified;
– The error was introduced in such a way that the total number of votes remained unchanged (again something that could not happen by chance.);
– According to the technical boffins, the chance of the memory card being corrupted and still passing the checksum error test are less than 60,000 to 1;
– The technical managers at Diebold Election Systems considered it a reasonable possibility that the second card was part of deliberate conspiracy to rig the election results.

In her book Bev Harris explains the issue of whether the card was a chance fault or a deliberate example of tampering”

 

“A memory card is like floppy disk. If you have worked with computers for any length of time you will know that a disk can go bad. When it does, which of the following is most likely? In an Excel spreadsheet that you saved on a “bad disk,” might it read a column of numbers correct the first time: “1005, 2109, 3000, 450…” but the second time, replace the numbers like this: “1005, 2109, -16022, 450…” Or is it more likely that the “bad disk” will…fail to read the file at all, crash your computer, give you an error message, or make weird humming and whirring noises.”source: page 239, Chapter 11, “Black Box Voting in the 21st Century”

However officially, as we learned earlier, the explanation given publicly – and accepted without demur by the media – for the strange events in Volusia county is that there was simply a “faulty memory card”.

The “faulty memory card” explanation is also included in a CBS News Network investigation into the Election 2000 debacle.

And it is here that we find a considerable amount of information about just how significant the Volusia County events were on election night.

The first thing we learn from CBS’s investigation into the events of election night is that according to the Voter News Service (VNS) exit polls for Florida Al Gore should have won comfortably.

 

7:00 PM: The vast majority of Florida polls close. CBS News decides not to project a winner in the Florida Presidential race at poll closing, even though the best estimate, based upon exit-poll interviews from the 45 survey precincts, shows Gore leading Bush by 6.6 points. The Decision Desk decides to wait for some actual votes from sample precincts to confirm the exit-poll results.7:40 PM: The VNS computation shows a “call” status in the Florida Presidential race. This status means that statistically Gore is leading, but the Decision Team needs to check more data.

VNS eventually officially called the Florida race to Gore at 7.52pm, notwithstanding comments early in the vote count from George Bush that he was confident he would win both Florida and Pennsylvannia (comments which were never fully explained).

With the benefit of hindsight we thinkwe now know that the VNS data was wrong. That is certainly what the CBS inquiry found.

In the report attached below there are a range of explanations for this given [click here to view], none of them adequately explain the magnitude of the error however.

Most of the news networks followed the VNS call giving Florida to Gore. And by 8.02pm all networks had announced Gore as the winner in Florida. And it wasn’t till 9pm that some doubts about this call started to emerge.

First up a significant error – attributed to a typing mistake – was found in the VNS data at 9.07pm. This led to closer examination of the rest of the data and the incoming returns. By around 10pm the Florida calls to Gore were all officially withdrawn. This is recorded in the CBS report as follows:

 

9:54 PM: The CBS News Decision Desk recommends that the call in Florida for Gore be withdrawn. CBS is in a local cutaway at 9:54 PM (the seven minutes at the end of the hour when local stations broadcast their own election results), and so CBS does not withdraw the call until 10:00 PM.10:16 PM: VNS retracts its Florida call for Gore.

The CBS timeline then jumps forward four hours to 2am EST.

By now an apparently substantial lead of 29,000 votes has opened up in favour of George Bush.

 

2:09 AM: VNS adds Volusia County’s erroneous numbers to its tabulated vote. With 171 out of 172 precincts in the county reporting, Gore’s vote drops by more than 10,000 while Bush’s rises by almost the same amount. This 20,000-vote change in one county increases Bush’s VNS statewide lead to more than 51,000 votes. – Source

What the news networks, and the Al Gore, camp do not realise at this point in the evening is that over 24,000 of votes that make up this significant lead are attributable to two Diebold Election Systems computer errors.

First there are the 16,022 votes stolen from Gore in Volusia county by the “faulty memory card”. Meanwhile over in Brevard County another error – also involving Global Elections System (the predecessor of Diebold) equipment is responsible for a further 4000 votes being lopped off the Gore total.

And it is also worth noting that nobody knows whether the Brevard and Volusia county errors were the only ones in play at this time. These errors were both big ones. They were noticed and corrected on the night. How many smaller vote subtractions could have taken place on the night? Theoretically hundreds. As Dana Milbank’s Washington Post report shows it was only because someone noticed the error in Volusia that it was corrected and remarkably the software itself contains no automatic system for rejecting negative vote totals being reported by precincts, events which by definition can only be nefarious and wrong.

At 2am another VNS error came into play. VNS’s estimates of the outstanding votes underestimated those that remained to be counted by half, around 180,000. The two errors combined led news executives at CBS to conclude that Bush’s final winning margin in Florida would be around 30,000 votes. At this stage Bush had a lead of around 50,000 votes and late reporting precincts were expected to pare this back as many of them were in Democrat leaning counties.

At 2.16am Fox and NBC called the race to Bush, unaware that the Volusia error had now been discovered. Over at Associated Press – the news service that Network News controllers do not read – the margin to Bush had by now fallen to 30,000 after correcting the Volusia error.

At 2.17am and 2.20am the remaining two major networks CBS and ABC called the race to Bush. Their decision continued to be bolstered by the VNS data stream – which even at 2.47am – was still recording a margin to Bush of close to 50,000 votes.

Remarkably it was not till 2.51am that VNS fixed the Volusia error in its data.

Meanwhile with all the networks showing the race for the White House won by Bush, the pressure is mounting on Gore to concede.

In the book, “Too Close to Call” by journalist Jeffrey Toobin, the author gives a behind-the-scenes account of how Gore reacted when the television networks concluded that Bush had taken Florida.

“Al Gore happened to be in the staff room on the seventh floor when the votes spiked up in Bush’s favor. Dressed casually, the vice president was watching television while lying on the floor, with his chin propped up in his hands. As a result of the Volusia votes, Fox News called Florida—and the presidency—for Bush at 2:16 a.m. CBS and NBC followed suit a minute later and ABC came in at 2:20 a.m.,”Toobin wrote in his book.

 

“Following the news reports, Gore was silent and absorbed the news. A moment later he told members of his campaign that he was ready to concede the election to Bush, which he did several minutes later over the telephone.”Unwilling to take the television networks reports at face value, one of Gore’s campaign staffers did a little investigating and discovered that the networks erred in stating that 50,000 votes from Volusia county were cast for Bush. Turns out that Gore was ahead by 13,000 votes in Volusia and trailing Bush by 6,000 votes overall. Something was wrong in Volusia it would be revealed later.

One of Gore’s campaign advisers then checked Florida’s law on recounts. The nearly dead heat between Bush and Gore in Florida and the fact that Gore was ahead in Volusia County meant a mandatory recount. It was time to rescind Gore’s concession to Bush and scrutinize the ballots. Gore was traveling in a motorcade en route to deliver a concession speech to his supporters. His staff stopped him. At this point, the margin between Bush and Gore was down to 2,000 votes. A recount was all but certain.”

Gore called Bush and Gore’s staff surrounded the vice president to listen in on what would become a historic conversation at 2:30 a.m.

“Circumstances have changed dramatically since I first called you,” Gore said to Bush, Toobin wrote. “The state of Florida is too close to call.”

“Are you saying what I think you’re saying?” Bush asked according to Toobin.“Let me make sure that I understand. You’re calling back to retract that concession?” Gore sensed an annoyance in Bush’s tone and shot back “you don’t have to be snippy about it.”

Toobin says Bush then told Gore that his “little brother”, Florida Gov. Jeb Bush, had assured him that he won the state of Florida and for that matter the presidency of the United States.

“Let me explain something,” Toobin quoted Gore as saying in his response to Bush. “Your little brother is not the ultimate authority on this.”

“You do what you have to do,” Bush said and hung up the phone on Gore. When Gore turned around to face his staff they exploded in cheers.

It is not till 3.10am that the CBS news controllers notice the huge difference between their numbers and those of AP which by now show the margin to Bush at under 10,000.

We also know, thanks to the CBS inquiry report, that by around 3.40am the Gore camp had decided not to concede. Gore Campaign Chairman William Daley rang CBS News President Andrew Heyward in the control room and asked him whether CBS would be reversing its call soon.

CBS’s Andrew Heyward waited another 15-20 minutes after the phone call before ordering CBS to officially withdraw the call to Bush. And by 4.05am all the other networks had also withdrawn the call.

By 4.10am the reported Bush lead in the race had dropped to 1800 votes, and thereabouts it remained until the first recount – albeit the Florida Secretary of State’s office website reported the race to Gore on the day after the vote.

And it is there that the narrative in this tale ends and the analysis starts.

In its internal conclusions about these events the CBS inquiry team found the two Diebold County level errors, Volusia and Brevard, were conclusive in their networks decision to call the race to Bush.

 

” The mistakes, both of which originated with the counties, were critical, since there were only about 3 percent of the state’s precincts outstanding at this time. They incorrectly increased Bush’s lead in the tabulated vote from about 27,000 to more than 51,000. Had it not been for these errors, the CBS News call for Bush at 2:17:52 AM would not have been made. – source

You do not get much clearer than that.

The record already shows that events of election night 2000 turned on the errors in the Volusia and Brevard vote counts. Both of which occurred on Global Election Systems (now Diebold) equipment.

Of course we now know Al Gore did not concede.

But had he done so would that have altered what followed? Would there have been the hanging-chad phenomena, the lawsuits over recounts and the recriminations?

Most of what is contained in the preceding analysis is well trodden territory. Everybody knows that the TV networks screwed up big time on election night, and the issue of bias at those networks has also been well traversed.

What has not been discussed, or even conceived of till now, is that the events that occurred between around midnight and 4am might have been the result not of mistakes but of organised voting fraud.

Yet that is precisely what Talbot Iredale and Ken Clark’s memos confirm is a distinct possibility, in fact, reading between the lines they suggest it is the most likely possibility.

Consider this:

How plausible is it that an error such as this – of such magnitude, with no apparent physical explanation, and in one of the few counties still receiving incoming results that late in the night – was really the simple result of a “faulty memory card”?

We also now know, again thanks to the work of Black Box Voting investigators like Washington State’s Bev Harris and California’s Jim March, that the Diebold vote tallying programme used in several Florida counties, GEMS, is easily hackable, both by outsiders and by insiders.

We do not know what would have happened had a full state-wide recount been undertaken as the efforts to have one were blocked in the courts.

Would they have discovered other counties where unusual events like those discovered in Brevard and Volusia counties?

Is it possible that the original VNS exit polling data was closer to correct than conventional wisdom suggests?

Is it possible that less egregious vote stealing took place in counties all over Florida?

Add into the mix the blatant roll scrubbing in Florida discovered by Greg Palast and exposed in his best-selling book “The Best Democracy Money can buy” and you have a recipe of reasons to reopen a full scale inquiry into the Florida debacle.

Perhaps more importantly. With paper-less touchscreen voting systems in place in many Florida counties come November 2004, should such events occur again, there will be no record with which to conduct a recount.

And the other big mystery of course is this: if someone did try to rig the election returns in Florida in 2000, who was it?

Please consider participation in the Citizens’ Assembly, the Mercury Jamboree,  March 30- 31, University of Saskatchewan, Room 146 Arts Bldg. (Programme below, includes the presenters).

The Federal Government (two departments working together, Environment and Health) decided to exempt dental amalgam from the new regulations on products that contain mercury.

Mercury is deadly.

Dental amalgams (“silver fillings”) are 50% mercury, the largest single source of mercury.

People who know what SLOW POISONING through mercury off-gasing in the mouth can do want others to know.  To spare them from potential and completely unnecessary suffering.

The mercury also flows from dental offices, down the sewer line into our water supplies.

Diseases associated with mercury poisoning range from alzheimers to MS, and everything in between, cutting a wide swath.

APPENDED  FYI

Mercury from dental amalgams crosses the placental barrier; it is in Mothers’ breast milk. Mercury is related to developmental problems, cognitive functioning, various diseases.

Environment Canada is developing regulations aimed at getting rid of products that contain mercury.

The International Academy of Oral Medicine and Toxicology (IAOMT) made a submission to Environment Canada, as part of the public  consultation process. The IAOMT submission points out that the single largest exposure to mercury is through dental amalgams.

If the Government exempts amalgams (which it is trying to do), the regulations will have no significant effect in reducing the diseases and  developmental problems associated with mercury poisoning.

RE:  Our Chief Dentist works for the amalgam industry! NO WONDER mercury fillings are exempt from regulations!  See #3 below.  It will blow your sox off.
Everywhere you look, industry people are working inside and influencing Government decisions.
The part I don’t get:  many people work in Health Canada and in Environment Canada.  Would not MORE of them stand up to the corruption?
Maybe it’s because WE just let it go, that they let it go?
What has happened?   . . . public-private-partnerships, the most corrupting form of Government on the Earth.
Well – – we are poisoning ourselves and the Planet.  There is also inter-generational accumulation of the poisons.  The disease rates escalate.  Health Canada announces a new “prevention” approach to health.   Yes, sure.  And we’ll exempt mercury fillings from the regulations.
This latest news – –  Our Chief Dentist works for the amalgam industry – – adds to my anger over Government.  And determination.   I am also exercising great restraint not to swear, or worse yet.

I had been curious about the fact that the use of mercury fillings in the U.S. has dropped, while in Canada it has risen.
A look at the Groups suggests that the Americans have organized around the issue better than we have done in Canada.

This is the story I was telling you about.  I read it just now and went to the links which show the x-rays of this woman’s (Laurie’s) spine.

Grant explains:  the poison goes into your body – – it is “systemic” inasmuch as the blood carries it throughout the body.  It will deposit in different places in your body.  (There are some places that are more likely.)

I have offered that immune systems are different in different people and so you have different manifestations of the poisoning.

This woman Laurie’s case may be extreme (except that MS, cancer, etc are extreme in other ways). You will see where her head was laid over to one side.  Among the people who I know of that are working on the mercury poisoning from dental amalgams (Grant’s group) it is not uncommon to have neck pain (I am one of them).   I am wondering whether in some cases, untreated, the neck pain might eventually lead to the situation you see in the pictures of Laurie.  I think I will email her and ask what she thinks.

Canada’s Chief Dental Officer Embroiled in Conflict of Interest

The United Nations has convened a series of five conferences to put together the environmental treaty on mercury, a treaty that represents a chance for the world to rid itself of amalgam, and rid dentistry of mercury.  Chief Dental Officer Peter Cooney attended the second of these conferences, held in Japan in January 2011.
As Chief Dental Officer, Cooney was representing the Canadian government, which has historically been ahead of the United States in their progress toward removing toxic mercury from dental fillings.   Canada advised dentists to stop placing amalgam in children and pregnant women in 1996 — 15 years ago!
However, this seems to be regressing, as Cooney was not only representing the Canadian government at the environmental treaty on mercury conference, he was also representing the European-based Fédération Dentaire Internationale (FDI), a private trade group that lobbies against
mercury-free dentistry and is funded by its “corporate partners” — major amalgam manufacturers and distributors Dentsply, Henry Schein Inc., and
Ivoclar Vivadent.
As if there were any doubt about this egregious conflict of interest, upon rising to speak Cooney actually announced, “I am wearing two hats”!
In a petition asking the Prime Minister of Canada to remove Peter Cooney from his position as Chief Dental Officer, dentist David Warwick, supporter of Consumers for Dental Choice stated:
“Amalgam’s use today is by dentists who refuse training to convert to mercury-free dentistry; with amalgam, they make more money per chair per day.  The World Dental Federation profits handsomely from amalgam; it has “Corporate Partnership” contracts with amalgam  manufacturers and sellers, who pay FDI money in exchange for FDI promoting its product. So Cooney – disdainful of Health Canada’s  admonition to stop using amalgam on our children and our pregnant women – goes to Japan to protect the interests of a trade group and the profits of the amalgam makers who partner with it. Indeed, Cooney has a pattern of leaving the country, getting a speaking slot as a government official, then announcing he is “wearing two hats.” In April 2010 he pulled the same stunt at a UN meeting in Washington.”
Why is the Canadian Government Allowing a Clear Violation of its Ethics Code?
The Canadian government’s Values and Ethics Code for Public Service clearly states that officials must “avoid or withdraw from activities or situations that would place the public servant in real, potential or apparent conflict of interest with his or her official duties.”   Yet, Peter Cooney is obviously taking part in activities that conflict with his official title. The petition gave several clear examples of this very conflict, noting that  Cooney’s role as FDI lobbyist is at odds with his role as Chief Dental Officer. The petition noted, for instance:
“The Canadian Government and FDI have different positions on the use of amalgam. Health Canada advises dentists not to place dental amalgam in children, pregnant women, and people with impaired kidney function. Since this limits the profits of FDI members, FDI claims that amalgam is safe for everybody and opposes all restrictions on amalgam use. Dismissive of protecting children and pregnant women from this mercury exposure, Cooney endorses dentists making profits without conscience.”
  • The Canadian Government and FDI have different positions on the alternatives to amalgam, a major issue at the treaty
    negotiations.
    Health Canada programs for First Nations and Inuit children have successfully utilized atraumatic restorative treatment (ART), a modern mercury-free restorative technique that is the leading alternative to dental mercury use in rural areas especially.

    Since the technique can be performed by non-dentists, FDI opposes it for economic reasons. Although Health Canada endorses ART, Cooney in Japan was dismissive of the practice – and for obvious reasons: FDI dentists would lose their monopoly.
  • The Canadian Government and FDI have different positions on stakeholder participation in the treaty negotiation process. While neutral and objective public servants – such as many we have met from Environment Canada – are graciously open to
    considering our position and encourage the participation of all stakeholders, Chief Dental Officer Cooney of Health Canada is abetting a
    trade group that is actively trying to shut us out of the process.
    FDI’s stated goal is to be “the sole representative of the international dental practice community within the United Nations Environmental Programme Global Mercury Partnership and at the United
    Nations and World Health Organisation consultations on global mercury.” In order to maintain the illusion that FDI is the “sole representative,” Cooney denies the existence of the mercury-free dental societies and undermines dental patient organizations – such as ours.”
The fact that Canada’s Chief Dental Officer spoke on behalf of FDI also gives the organization undue authority, implying that it is government-backed when it is not. Cooney also used his title and influence to secure prime time slots for FDI presentations that private entities do not get.  As the petition explained:
“Cooney’s decision to present himself as Chief Dental Officer of Canada but to lobby for a position at odds with the Canadian government’s
domestic policy and its developing international position puts our government in an awkward situation.
At the least, Cooney has created the impression that Canada does not want amalgam addressed in the treaty at all, even though the official delegation says it has taken no such stand. At the worst, Cooney’s “two hats” suggest that Canadian government officials may float back and forth between private and public duties — and at a major international showcase no less. As Canadian citizens, we find both scenarios intolerable.”
If You are a Canadian Citizen, Take a Stand!
This type of blatant conflict of interest should not be tolerated at any level, and the fact that Canada’s Chief Dental Officer is “wearing two hats” is simply unacceptable.  To date, Charlie Brown, president and founder of the World Alliance for Mercury-Free Dentistry and national counsel of Consumers for Dental Choice, has sent two letters to Margaret Kenny, director general for Environment Canada, asking for Cooney’s severe conflict of interest to be addressed — but no responses were received.
Why does the Canadian government appear to be ignoring this issue by not responding to legitimate concerns regarding one of its chief officers?
There are questions that need answers. As Brown stated in his second letter to Kenny:
“A lobbyist for FDI is making critical decisions about their dental care; the FDI position is give amalgam to anybody, as long as it continues
quick-and-easy profits for the pro-mercury faction of dentists. Health Canada, since 1996, has said no amalgam for children and pregnant women. So is Cooney enforcing the Health Canada position or the FDI position in
his high-salaried role as Chief Dental Officer?”
Again, to date there has been no response from the Canadian government addressing Brown’s letters or the petition to have Cooney removed from his position.
Canadians have a right to a Chief Dental Officer who is, as the petition stated, “not hopelessly entangled with an amalgam seller-trade group
partnership that is working to protect risky — albeit profitable — mercury products.”
If you live in Canada, please write the following government officials to let them know you will not support a Chief Dental Officer who “wears
two hats” on behalf of an industry-funded lobby group.

  • We taxpayers do not know – but would like to know – if Cooney drew his government salary during this 10-day negotiation session. Did he forfeit his salary? If not, why did we pay a man to lobby against the government, all the time using his public position to maximize his impact?
  • We taxpayers do not know – but would like to know – who paid for this trip. Was Cooney at this comfortable Japanese resort as a guest of the World Dental Federation? If so, how could this not be “accepting economic benefit,” prohibited in the Values and Ethics Code for the Public Service?
Brown said:
“Canada’s an incredible country and it’s time their leaders in Ottawa stood up to the pro-mercury amalgam industry, which they’re not now and
not doing at all.”
Consumers for Dental Choice: So far they’ve ensured that amalgam is listed in the first draft of the international treaty as one of five products to be addressed, and they are introducing strategies for phasing out mercury fillings while exposing the risks of implanting mercury into human teeth
With the third round of negotiations right around the corner in October 2011, now is the time to act to make a difference and help make mercury use in dentistry a practice of the past.

Why the FDA is Resistant to Banning Amalgam
FDA remains adamant in protecting mercury fillings, which no doubt has at least something to do with its commissioner. FDA Commissioner Margaret Hamburg has an egregious conflict of interest on amalgam, yet participated in the rulemaking that led to last year’s abysmal amalgam rule. Hamburg entered the FDA through the revolving government/private industry door after allegedly    making millions as the director of Henry Schein Inc., the largest seller of amalgam (mercury fillings).
The FDA has a history of stacking the deck of its advisory panels so that the pro-industry, pro-mercury position is upheld.
Why?
In a word: money. Over 100 million fillings are put into mouths in the United States alone, and each tooth that’s filled with toxic mercury represents a profit source for the amalgam industry – an industry that is used to having its way with world governments for the past 100 years.
Folks, bringing about change in the health care field has always been about battling against entrenched profit centers, and this is no exception.
The dental amalgam industry and their paid shills and former executives in government simply do NOT want access to your mouth blocked, regardless of the health implications. The mercury fillings industry is an entrenched, embattled and a very profitable industry, and they have been on a war footing against scientists all over the world for decades.
The FDA has been far behind the rest of the world in stepping up to the plate to reduce mercury in your mouth. The FDA has been standing in the way of banning this dangerous dental material for 34 years — since 1976. But the very good news is that we are starting to win this battle.

Dr. Peter Cooney was appointed Chief Dental Officer with Health Canada in 2004. He joined Health Canada in 1991 and worked with Health Canada’s First Nations and Inuit Health Branch (FNIHB) in Manitoba Region, was appointed the National Dental Officer in  1997 and served as the Director General of the Non-Insured Health Benefits Directorate from 1999 to 2003.
Dr. Cooney completed his Specialty, Masters and Fellowship in Community Dentistry. He is a Past President of the Canadian Association of Public Health Dentistry and a former Chief Examiner for the specialty of Dental Public Health with the Royal
College of Dentists of Canada. He is currently cross appointed as an Assistant Professor at the University of Toronto’s Faculty of Dentistry and Chair of the World Dental Federation’s International Chief Dental Officers Public Health Section.

An investigation by CBC News has turned up voters all over Canada who say the reason they got robocalls sending them to fictitious polling stations was that they’d revealed they would not vote Conservative.

Although the Conservative Party has denied any involvement in the calls, these new details suggest that the misleading calls relied on data gathered by, and carefully guarded by, the Conservative Party.

Chief Electoral Officer Marc Mayrand announced Thursday that he now has “over 700 Canadians from across the country” who allege “specific circumstances” of fraudulent or improper calls. CBC News examined 31 ridings where such calls have been reported and found a pattern: those receiving those calls also had previous calls from the Conservative Party to find out which way they would vote.

Tim McCoy of the riding of Ottawa-Vanier was one of those who complained to Elections Canada. He received a bogus recorded message pretending to be from Elections Canada — but he also had two previous calls from the Conservatives.

“They did call me back from the Conservative Association and ask if they could count on my support,” said McCoy, who declined to pledge his vote. He thinks that’s why someone tried to mislead him.

“It looks like a hijacking of the democratic process,” he added. “I would like to know who made the call pretending to be from Elections Canada and I don’t really care which way the finger points. I would like to know.”

Elections Canada says it never calls voters at all. However, it is only now emerging that calls impersonating Elections Canada followed previous calls by Conservative workers asking which way voters were leaning. That suggests that the “Elections Canada” calls, which are illegal, came from people with access to data gathered by the Conservative Party, which carefully controls access to it.

Asked about that, party spokesman Fred Delorey had no comment and declined an interview.

Election day calls

The pattern of legitimate so-called “Voter ID” calls, followed by bogus “Elections Canada” calls, occurs in ridings across the country.

Charles Cochrane of Saint John, N.B., made it very clear to the Conservatives that they did not have his vote. Then, on election day, he said, “The phone rang and it was a recorded message. This is Elections Canada calling, your polling station has now changed.” He checked. It had not changed.

From the outset, the Conservative Party leadership has insisted it had no involvement in these calls.

“The Conservative party can say absolutely, definitively, it has no role in any of this,” said Prime Minister Stephen Harper. His parliamentary secretary, Dean Del Mastro, calls claims to the contrary “baseless smears.”

However, opposition leaders say the scheme could never have gone forward without callers having access to the Conservatives’ proprietary database on voter intentions. Known as “CIMS,” the database assigns a “smiley” face to supporters, and a “sad” face to non-Conservatives. Liberal and NDP politicians say it would make no sense to call randomly, since many of the voters misled would be Conservatives.

“Who had access to the database? Who wrote the scripts?” asked the NDP’s Charlie Angus in question period Thursday. He did not receive an answer.

Lori Bruce of Fredericton thinks she has a good idea. She said the Conservatives knew she was not a supporter, and called her more than once — even identifying themselves while misdirecting her to the wrong polling station.

“At that point, he told me that my voting location had changed. I, at that point, said no, it’s at the same location it always is.”

Bruce then Googled the caller’s number and found out it was the Conservative campaign office. Still, she wanted to be sure.

“I called the number back,” she says, “and I just got an answering machine message, saying thank you for calling the Conservative Party.”

Peggy Walsh Craig of North Bay, Ont., told a similar story — but received two separate calls.

“The first one was a few weeks before the election and it simply asked me one question and that was, was I going to vote for the Conservative Party — and I indicated no.”

Only later did she get an anonymous second call, she said.

‘Polling stations have changed’

“That was, it was Elections Canada calling and that they — due to higher than anticipated voter turnout, the polling station had been changed.”

Once again, it hadn’t changed at all. The same thing happened to Astrid Dimond of Mission, B.C.

Dimond said a caller told her that, “We’re just phoning to let you know that the polling stations have changed.”

Dimond knew better.

“And I said, no they haven’t, and I hung up on her.”

Dimond added that she tracked the call back to its source. The misleading call “came from the same number that all the other calls had come from, which I found out was the Conservative Party.”

CBC News came up with many voters with similar complaints, including Saj Aziz in the riding of Mississauga-Streetsville, Carmen Leveille in Victoria, Gordon Webb in Guelph, May Beland in Willowdale and Susan Lapell in the Toronto riding of St. Paul’s.

Aziz said a “research company” tried to find out who he was voting for as part of an “independent poll.” When he declined to commit to the Conservatives, he was told that “a supervisor” would call him back. Then, he got a call from the Conservative party, trying to win him over. When that didn’t work, he finally got a call saying that his polling station had moved. However, he’d already voted in the advance poll, at the right place.

In Guelph — where the robo-call scandal began — Gordon Webb says he made it clear to the Conservatives that he would not vote for them. He, too, got a misdirection call telling him to go to a phoney polling station. At least a hundred people showed up there and some of them angrily gave up on voting, blaming Elections Canada.

As for the next step, all of these voters say they want Elections Canada to get to the bottom of it.

“There definitely should be punishment,” said Lori Bruce of Fredericton. “They should be punished to the fullest extent of the law.”

In North Bay, where the Liberals lost by just 18 votes, Peggy Walsh Craig said, “I care a lot about democracy and so I’m appalled that this is happening.”

“It raises enough questions that it makes me wonder about the results here.”

Canada’s professors’ union will consider issuing a formal “censure” —academic boycott — of York University, the University of Waterloo and Wilfrid Laurier University over joint programs it feels are dangerously cozy with a think tank run by BlackBerry co-founder Jim Balsillie.

The Canadian Association of University Teachers will vote in April on whether to give the three universities a six-month ultimatum to change agreements they have signed with Balsillie’s Centre for International Governance Innovation (CIGI) to remove any say the Waterloo-based think tank may have over academic matters — or it will impose “censure” in November, which would discourage academics from working or meeting at those schools.

The move was prompted by a $60-million deal York signed recently with CIGI to launch an international law program with 10 research chairs (experts) and some 20 PhD students. The deal gives CIGI two spots on a five-person steering committee that would advise on hiring and research — but as of Friday, that deal has been changed to remove any veto power the committee has over hiring.

Despite the fresh amendment — which York vice-president Patrick Monahan said provides binding protection to academic freedom that has been signed by both sides — the professors’ association is against CIGI being on any academic committee at all.

“It is still unacceptable for CIGI to have any voice in academic matters, even if they no longer have veto power,” said James Turk, executive director of the association which represents 66,000 professors, librarians, researchers and other professionals at 122 universities and colleges.

CIGI already has partnerships with Waterloo and Laurier to run programs through a new joint Balsillie School of International Affairs, which Turk said also give the private think tank too much influence over the choice of program and staffing.

But York’s Monahan noted these university-private partnerships are becoming more common and have even been encouraged as recently as Friday by MPP Glen Murray, Ontario’s minister of training, colleges and universities, who called on corporations to start investing in higher education.

The university will draw up shortlists of candidates for the 10 research positions. In a statement, Monahan said “in cases where there is any difference of opinion on the shortlist, the matter will be referred to an independent committee of scholars, experts in the relevant fields, who are at arm’s length from CIGI.

“The views of the independent committee of scholars will be binding on CIGI.”

Fred Kuntz, CIGI’s vice-president of public affairs, stressed that CIGI does not have a veto over hiring, but wants to be on the steering committee to ensure that the areas of research are relevant to the field of international governance, “and not Norwegian folk music.
