In a nutshell, the question is:  do Canadians have a Charter Right to Privacy of personal information in the face of the Government and Lockheed Martin Corporation, or do we not?

It is not a good situation if citizens do not know what the actual law is.   As I (with legal counsel) have understood,  as stated in this excerpt from  the legal argument documented at 2010-12-23 :

In fostering the underlying values of dignity, integrity and autonomy, it is fitting that s. 8 of the Charter should seek to protect a biographical core of personal information which individuals in a free and democratic society would wish to maintain and control from dissemination to the state.”

(1)          Should there be something specifically related to the Judge’s conclusion that we didn’t prove that the information required by the census long form is “personal”, or is that already included in one of the grounds for appeal you cite?   ((vi) the existence of a subjective expectation of privacy; and (vii) the objective reasonableness of the expectation.) 

(2)          Should there be something to the effect that the Judge erred by including argument related to Charter 1 override of the individual Charter Right to privacy of personal information when the Prosecution chose not to include that as an argument in the case?  

As I understood what happened:  you pointed out to the Judge that only the Prosecutor could present the Section 1 argument to the Court.  Because the Prosecutor did not do that, you could not place the counter-argument to the Court.  

The Judge then turned around and based her decision on Section 1:  the  idea that the benefit to all Canadians is greater than the individual charter right to privacy.   Is that not a failure in procedure?  You weren’t able to present the counter-argument (the Oakes test)?

I am like a fish; I store mercury in my body.

They say that the mercury that has been in my mouth for 50 years  (in my dental amalgams)  is fine.  It “off-gases” into my body.    But don’t eat those fish.  They have mercrury in them! There is  mercury in a tetanus or a flu shot.   But don’t eat those fish.  They have mercury in them!

Like the fish, I die if I do not have water.  Like the fish, I die if my immune system is overwhelmed.  There is no “me” without my immune system.

A discussion on a causal relationship between mercury poisoning and health is without value if it doesn’t incorporate knowledge of how the immune system works.  The immune system is a “dynamic system”.  The rules of dynamic systems apply.

(INSERT:  Dynamic systems briefly:  feedback loops, appropriate corrective action has to be taken in time, appropriate action is directed at removal of cause of the problem, otherwise the system will continue to decline, once you are past the tipping point decay gathers momentum,  and past the tipping point it is not possible to reverse the downward spiral.  Damage is permanent and irreversible.  The system does not have sufficient resources to repair itself and return to healthy equilibrium.)

Oh dear!  People aren’t obediently getting their vaccinations like they should or should not.

And Lord help Big Pharma if a link is established between various disease and developmental problems and their vaccinations, some of which contain mercury.  Might be good to say prayers, too, for the Government Health Programmes that administer the vaccinations-that-contain-mercury.

What I have heard of the recent onslaught to discredit those who state a link between

  • vaccinations-that-contain-mercury and
  • disease

is curious.   It is centred around ONE doctor (Wakefield) from England who, it seems to me, is being pilloried much like selected scientists in the past whose work shows a link between chemicals and disease outcomes.

The attack is in the U.S.  …  Why isn’t the attack directed at the American doctors who have supplied the science in the thimerosal (mercury)-in-vaccinations battle?   It only alerts my antennae when not one of the doctors whose work we have circulated is mentioned (at least not in the media coverage I have recently heard).   Simultaneously the name Wakefield does not appear even once in the documentation we assembled on the topic.  I heard a recent interview of Wakefield.  It seems to me that interviews with Boyd Haley (American) or Lyle Friberg (not American) or others would have had different outcomes.  (UPDATE:  See  2011-02-02 for an explanation on Wakefield from VRAN.)

Thanks to Karen for the article at  2004-03-30 Are the CDC, the FDA, and other health agencies covering up evidence that a mercury preservative in children’s vaccines caused a rise in autism? Anyone with a connection to children should at least read the article.

  • “In May 2003 the AAP stated, “All routinely recommended infant vaccines currently sold in the U.S. are free of thimerosal as a preservative and have been for more than two years.”

If the link between thimerasol (mercury) and developmental problems is merely a hoax or outdated belief, then why did they stop using it?  And please note that many vaccinations and “shots” still contain thimerasol.   (see  2011-02-02 Important update re vaccinations email from Edda West contains a list of the vaccinations for children and the adjuvants they contain).

This from the Canadian Paediatric Society, a source relied upon by some media:  “There is mounting evidence (27) that ASD (INSERT:  autism) has a strong genetic component – a very plausible cause for the disorder. ”    (from  2009-11-19 on H1N1, item 11 D.)

It seems implausible to me that a developmental disorder with the following record can be assigned to the normal meaning of  “it’s genetic (in the genes)”:   “In 2002, an estimated 1 in 250 American children was diagnosed with autism, up from 1 in 500 in 2000, and 1 in 5,000 in the 1980s.”

But maybe they are using a different meaning of “genetic”.  Click on  2006-03-24 Dr. Frederica Perera, the “DNA Damage Detective“.     We put poisons into the environment or into our bodies,  it damages DNA, the damaged DNA can be (is) passed down from generation-to-generation.  Voila!  we have  “a strong genetic component“.   …  Too bad, we just have to accept it.  It makes more sense financially to just keep damaging more and more DNA.   Then spend millions on “find a cure”.  . . .   Remove the cause?  And ruin our profits?  Ya gotta be kidding.

So what about it?   IS MERCURY IN VACCINATIONS JUST THE WORK OF THE DEVIL?   and  DID THE EUROPEAN COUNTRIES THAT BANNED DENTAL AMALGAMS MADE WITH MERCURY, BOW TO UNINFORMED PUBLIC PRESSURE OR TO SOUND SCIENCE?

Given the information circulated about mercury in vaccinations, mercury in dental amalgams, disease and developmental outcomes,  and the corruption of science by Big Pharma,  also drawing on my own personal experience,

  • it seems to me that the issue is:   slow poisoning by mercury that we are putting straight into our bodies – –  the issue is  not vaccinations and not dental fillings.    There is not a single cause-and-effect, but a number of  slow persistent attacks on the immune system.  The attacks are from mercury from different sources.   The sources include various vaccinations that contain mercury, and dental amalgams that contain mercury.
  • but in addition, looking at it from the perspective of the ability of the immune system to deal with poisons, it ain’t only mercury honey.   The slow, persistent attacks on the immune system are from other poisons as well, chemicals that are known carcinogens and teratogens for example.  (A teratogen interferes with normal cell development.)
  • sugar suppresses the immune system

We LIKE single cause, single effect.  But it doesn’t actually work that way.

Getting back to mercury —   personal stories of Grant Schoenroth, Joe Bourgault, (who I know) and myself,  related to mercury poisoning from dental amalgams are at 2010-12-06.

It’s devilish trying to find “the truth”!  An adjuvant is “a pharmacological agent added to a drug to increase or aid its effect.”  It includes preservatives.  Ethyl mercury (trade name thimerasol) is used as a preservative in some vaccines, as are other agents foreign to our body. If you must get the swine flu vaccination, especially if it is being given to children, I would recommend that you at least ask for a list of the adjuvants in the vaccine.  From what I understand, most flu shots contain thimerasol.  Know what each of the adjuvants does.

Mercury is a heavy metal.  Heavy metals cause serious deterioration in neural pathways in the brain   (for the science on this,  for mercury,  from the University of Calgary, click on 2010-12-06 ).  The banning of lead in gasoline and in paint are examples of efforts to prevent brain damage in humans by lowering exposure to heavy metals.  As I understand, mercury is more poisonous to the brain than lead and other heavy metals.  Increasing numbers of vaccinations mean increasing levels of heavy metals in the body, IF ethyl mercury is an adjuvant in the vaccinations.  Mercury is not the only problematic adjuvant, just the best-known.

It is claimed that mercury in dental amalgams is one of those internet hoaxes.  It is far from that.  A number of European countries have outlawed dental amalgams.  Also, the information posted in  2010-12-06 comes from organizations such as the International Academy of Oral Medicine and Toxicology, the Federation of American  Societies for Experimental Biology, the American Academy of Head, Neck and Facial Pain, numerous doctors, dentists and scientists, etc..

One of the researchers from the University of Calgary who participated in the research is Dr. Naweed Syed.  I phoned his office in the Department of Cell Biology / Physiology (Medicine) 403 220 5479, to confirm the authenticity of the video.  His assistant said that he usually gives permission for the video to be used.  . . . “

The video conversation with Dr. Boyd Haley is another valuable contribution to an understanding of mercury poisoning.  The URL I had no longer works.  It is easiest just to google “Boyd Haley Interview”.

The developing foetus and baby receive mercury in utero and in breast milk from the off-gasing of dental amalgams  in the Mother’s body.  (The evidence to support that statement  is in 2010-12-06.   Excerpt:

BACK TO THE BABIES WHO HAVE RECEIVED MERCURY IN UTERO AND IN BREAST-MILK

Many are, or have then been given vaccinations that contain thimerasol (mercury), not necessarily in the MMR (Measles Mumps Rubella) vaccination but in other shots.  All I am saying is KNOW what’s in the shots being received.  The Americans may not be putting thimerasol in the vaccines for babies in the U.S.;  they are still shipping vaccines with thimerasol for infants outside the U.S.

The information on the rotavirus vaccine that the Canadian Paediatric Society is pushing is at 2010-01-06.   If that doesn’t cause you to shake your head, I don’t know what will.  It is almost unbelievable – – it’s information from the public record.  With an exception:  it’s pieced together so you can see what they are doing, just with that one vaccination.  God awful.  In 2009 a million infants in the U.S. were given a rotavirus vaccine that was contaminated with a pig virus.  Sorry, it’s no joke.  You can verify it right on the manufacturer’s website.

I do have a problem with this excerpt from the science used by the CBC to refute the link between

  • vaccinations that contain mercury and
  • disease outcomes (autism)

supplied to them by the Canadian Paediatric Society:

Click on 2009-11-19.  Go to #11 D.  —-    Only two infant thimerosal-containing vaccines were used – hepatitis B vaccine and influenza vaccine; the latter was not administered to infants younger than six months of age, the age/size of infant of concern. Hence, any concerns about excessive ethyl mercury exposure in young Canadian infants were without foundation.

I also note the statement “In the absence of experimental or human evidence that vaccination affects metabolic, developmental, immune, or other physiological or molecular mechanisms that are related causally to development of autism, the IOM concluded that the hypotheses generated to date are theoretical. ‘

You have to be specific.  The specific is vaccinations that contain mercury (ethyl mercury).  There is so much documentation of the corrupting influence of Big Pharma that it is difficult to accept the good intention of the statements.  Is their statement based on vaccinations – –  or – –  on vaccinations that contain mercury?   It should be the latter.  What about vaccines that contain a pig virus?

Who is The Canadian Paediatric Society?   They recommended rotavirus vaccination for all babies.   Click on 2010-01-06.   The evidence is against vaccination for rotavirus (diarrhea and vomiting).   Time-and-time again you see where the industry (pharmaceutical, chemical, biotech)  buys their way into organizations OR they set up an organization that is nothing more than an industry front.  Given the CPS position on rotavirus I am not enthusiastic about accepting their statements regarding vaccinations.

OTTAWA- All Canadian babies should be vaccinated against rotavirus, according to a new statement by the Canadian Paediatric Society. The CPS is also calling for public funding of the vaccine, which is not currently covered by provincial or territorial health plans.  …

As I say,  please click on 2010-01-06 for the background on the incidence of deaths (negligible, and it’s from dehydration) from rotavirus and the history of the development of the vaccine.   This release from the Canadian Paediatric Society appears to me to support a public-money grab by the pharmaceutical corporations.

It is not ONE vaccination (MMR) or one dental amalgam that contains mercury but cumulative effects of  on-going mercury ingestion from different sources that is the problem.  Sometimes the individual hits a tipping point (overload) and the immune system succumbs to the accumulated mercury, stored in our body fat and in some of our body organs.  Like the fish.  The disease outcome of the mercury poisoning (in combination with exposure to other toxins) will be different in different individuals because the weaknesses in different bodies are different.

I pointed out what I believe to be flaws in the scientific argument presented by Dr. Jock Murray (click on 2010-12-06 ).  He said that MS (Multiple Sclerosis) patients do not show an elevated level of mercury in comparison with the rest of the population.  That is correct, but it does not establish that there is no relationship.   Almost everyone has dental amalgams, 88% of the population is the commonly-quoted figure.  Depending on the individual immune system, mercury poisoning leads to different disease outcomes in different people.  Logically, one would not expect to find elevated levels of mercury in specific disease groups.  There will be roughly the same mercury readings.  Because almost everyone has dental amalgams that contain mercury.   Take the mercury out of our mouths, stop the onslaught of mercury on our immune systems and disease levels will decline.  The article submitted by Karen at  2004-03-30 contains the story of a teething powder that contained thimerasol and the emergence of a new “Pink’s disease”.   When the teething powder was pulled off the market, Pink’s disease disappeared.

Other science quoted shows that when dental amalgams are removed, the situation of the MS patient (for example) does not  improve.  There is also an error in logic in accepting this as confirmation that a causal relationship does not exist.  When a dynamic system passes the tipping point recovery is not possible.  The damage becomes permanent.

I do not have the resources to evaluate  all the science used by the CBC.  If it’s along the lines of the preceding quoted science, there are flaws.  That the information comes from the Canadian Paediatric Society is suspect because of their position on rotavirus vaccine.  It must also be established that there is absolutely no industry money behind the “science”.  Who has time to do the sleuthing to determine this?

So what about it?   IS MERCURY IN VACCINATIONS JUST THE WORK OF THE DEVIL?   and  DID THE EUROPEAN COUNTRIES THAT BANNED DENTAL AMALGAMS MADE WITH MERCURY, BOW TO UNINFORMED PUBLIC PRESSURE OR TO SOUND SCIENCE?

My role lies in assembling the information submitted and putting it back out there, making it available.  Ultimately, responsibility for our own health and the health of our communities lies in our own hands.  Over and over again the lesson is the same.  The system will attempt to protect the status quo.  It’s where the money is.  There are costs associated with acknowledging and accepting responsibility for the poisons.  Which is again a fault of the system we have constructed.  Thank goodness there are hundreds of thousands of people working toward a new political economy!

2010-01-17    From anonymous person “ .. the rate of non-compliance with the long form doubled between the 2001 and the 2006 censuses.”

StatsCan witness Arora’s testimony was that there was no difference in the levels of non-compliance between the 2001 and 2006 censuses.

If an individual logs onto the census data base and VIEWS a record, but does not make any changes to it, will there be a record that the individual has accessed that record?”   According to the anonymous former StatsCan employee the answer to that question is “No”.  The technology exists to establish this audit trail, but StatsCan is not using it.

I cannot quote Anil Arora’s responses in cross-examination on this question.  He skated around.  Is there an audit trail if a person is accessing (viewing) but not changing records?   I understood him to say, yes there is.

The same anonymous person phoned me in March 2010 to say that Anil Arora was or has moved out of Statistics Canada.  Arora had been the main StatsCan witness at my trial in early January 2010.  He had been a long-time employee of StatsCan.

Thanks for your response re L-M and the Census.   Having worked at Stats Can and knowing the importance of the data and how seriously the issue of maintaining confidentiality used to be taken, I don’t have much patience for people who will not complete the Census because they feel it is an invasion of their privacy and the government doesn’t need to know how many bathrooms they have etc.   I believe that if confidentiality is taken serious, that it is a civic duty.  But with contracting out to WMD L-M that social contract has been broken.

I answered the last Census but did not put my name (they do not need it) , and crossed out my address and the last 3 digits of the questionnaire ID.   The last 3 digits of the questionnaire ID are the number of the block that you live on.   They do not produce data at that level – basically it is just a sort of accounting tool. (INSERT:  see information following this input.  There is another interpretation. /S)   I also scrawled on the questionnaire my reason for doing so – contracting out to L-M.   I read the info on IBM and the Holocaust – very thought provoking.

Harper’s cancellation of the long form Census is another matter.  Harper is a dangerous ideologue who does not need information because he plans to go ahead with his agenda no matter what the facts are.   Ironically I found myself blogging on CBC and G&M websites last summer defending the need for the Census.   What a messed up country.

Re us public servants here in Ottawa.  I will be brief.  We are normal people and a varied lot.  Some are lazy, stupid and lack a conscience but for the most part we are just regular Canadians who take pride in what we do and joined the P.S. because we wanted to do something for our country.    Next time someone bitches at a public servant, remember that we pay taxes too and don’t like to see our money wasted any more than you do.  Furthermore, those of us who work for the government suffer twice as much as the regular tax payer because we have to take up the slack for the lazy sobs that don’t do their job.

The StatsCan witness at my trial, Anil Arora, described that “ . ..  the census starts with “the dwelling”, “maps and locations”.”  which happens to be the same jargon around the U.S. census that Lockheed Martin is also involved in.  Because the wording of Arora’s testimony was so close to what I’d read about the promotion in the U.S. related to the Census Bureau adding GPS locator information to their census records, in cross-examination I questioned Anil Arora about the plans at StatsCan for the same programme (marrying GPS locator information to individual census records)  in Canada.

Today I would not comply with the long-form census because of the state-of-the-world. It is all in media articles. “The Americans want the data” on all Canadians (Ottawa Citizen reporting on a security conference). “President of the Americans for Lockheed Martin”  describes to Macleans Magazine (Sept 2006) how they are going to get what they want – and not through legislative changes because they can’t get it that way.  They’ll get what they want by working through the bureaucracy, outside democratic control. And so on.  I posted the information (too much of it!) to the blog so that people will know I didn’t dream this all up.  It’s there, but it has to be pieced together in order to see the larger picture.

I just discovered your blog and the outcome of your case. I don’t have time to spend hours reading so could you answer one question for me.  Did you refuse to answer the Census because Lockheed Martin was involved in the processing?  Would you have responded if the information had been processed by Stats Can employees?

I am a former Stats employee (retired last year).  The issue of L-M was huge within the department.  Stats Can has always sold itself by assuring iron clad confidentiality – and I can vouch that security is tight and confidentiality taken extremely seriously.  To  contract out Census processing to war mongering L-M was a big issue among many of us.  For many of us it was a multi-faceted issue: 1) contracting out, 2) contracting out to a foreign firm, 3) contracting out to a foreign firm involved in producing WMD and 4) a betrayal of our confidentiality assurances.

Canadian Border Security

The unmanned spyplane being used to monitor Canadian border sercuriy is now flying along a bigger section of the border, reports the Montreal Gazette.

The US National Air Security Operations Center’s Predator B unmanned aerial vehicle (UAV) has been flying along the US-Canadian border in North Dakota since 2009.

But now it’s monitoring a much larger area, transmitting real-time TV pictures to security officials. The aircraft can remain airborne for up to 20 hours.

The Predator is being used to support security agencies’ ongoing efforts to fight smuggling across the border.

US-Canada Border Security

The issue of US-Canada border security has risen up the agenda in recent times after reports of criminals using low-flying aircraft and helicopters secret tunnels to smuggle drugs into the US. In 2009 a joint US-Canadian operation saw two helicopter shipments of marijuana being intercepted, leading to nine arrests.

In the wake of this there has been a move towards greater co-operation between federal, state and local agencies and with Canadian law enforcement agencies such as the Royal Canadian Mounted Police.

The Predator UAV’s use is part of that effort. It’s been used since 2009 primarily in North Dakota, but it’s area of operations has now been expanded to include an area from Spokane in Washington to Minnesota. The focus is on the more remote and rugged areas that are ideal for criminals looking to keep their smuggling activities away from prying eyes.

“We’re trying to work the border smarter, not harder,” John Priddy, director of National Air Security Operations Center, told the Montreal Gazette. “There’s new technology being deployed, which will make it more difficult to conduct illicit activities.”

Predators have also been deployed in Iraq and Afghanistan and along parts of the U.S.- Mexico border. As with the Mexican border the aim is to have UAVs flying along the entire length of the US-Canada border, though Supt. Warren Coons, director of the Royal Canadian Mounted Police Integrated Border Enforcement Team, told the Montreal Gazette that Canadian agencies have no plans at present to start using UAVs from the Canadian side of the border.

Corporate tax cut battle heats up

Liberal Leader Michael Ignatieff says his party would roll back corporate tax rates to 2010 levels and would ‘welcome a debate’ on job creation with the Conservatives. (Pawel Dwulit/Canadian Press)The Conservative government and Opposition Liberals have renewed their pre-budget sparring over corporate tax cuts, with each side insisting it has the right plan to create more jobs for Canadians.

The message blitz comes amid speculation in Ottawa that Prime Minister Stephen Harper’s minority government could be defeated over the upcoming budget in late March, which would force Canadians to the polls for a federal vote.

Finance Minister Jim Flaherty kicked off the Conservatives’ co-ordinated defence of the rate cuts on Wednesday, saying higher taxes mean fewer jobs in Canada.

Meanwhile, Liberal Leader Michael Ignatieff said his party would use the $6 billion from rolling back the rates for job training and helping Canadian families afford post-secondary education, instead of “gifts” for big corporations when “things are already going well for them.”

“We think if you are going to create jobs, you have got to work with small and medium enterprise, you have got to invest in education and training,” Ignatieff told reporters at the closing of his party winter caucus meeting in Ottawa. “When the choice comes, we know which side of this argument we stand on.”

His comments came after Flaherty hailed the “beneficial circle in Canadian life” created by the rate cuts, which he said give companies more cash to invest and grow their businesses domestically and hire more people.

“Low taxes are encouraging businesses to invest more in the Canadian economy, which is stimulating job creation and economic growth,” the finance minister said.

Flaherty also said he would “never presume to say never” about another “very substantial economic shock” when asked by a reporter whether he would consider raising the GST if Canada’s economic recovery faltered.

But the minister stressed the government’s expectation is for continued moderate economic growth and continued tax reductions over time.

The Liberals were quick to jump on Flaherty’s comment, saying in a statement that the minister wasn’t ruling out a GST hike and “again added his name to the list of Conservatives calling for higher taxes.”

The Conservatives are referring to the corporate rate cuts as “tax relief for job creators,” while the Liberals are calling for rates to be restored to the 2010 level of 18.5 per cent, up from the 16.5 per cent rate that came into effect this month.

The Tories held similar events for ministers and MPs across the country throughout the day:

  • Ted Menzies, Flaherty’s minister of state for finance, joins Immigration Minister Jason Kenney in Calgary.
  • Fisheries Minister Gail Shea in Summerside, P.E.I.
  • Justice Minister Rob Nicholson in London, Ont.
  • Revenue Minister Keith Ashfield in Dartmouth, N.S.
  • Natural Resources Minister Christian Paradis in Montreal.

The Liberals have said the latest round of cuts are unaffordable at a time when Ottawa holds a record deficit, and argued some of the revenue from rolling them back to 2010 levels could pay for programs to help Canadians hardest hit by the global recession.

But in a message to his organization’s members on Wednesday, Canadian Chamber of Commerce president Perrin Beatty said that taking away the corporate tax cut would be like “giving the economy a blind-side hit” and urged political leaders to stop “squabbling” over the issue.

Ignatieff ‘open’ to arena partnerships

The finance minister revealed little when asked about reports the Prime Minister’s Office is still considering funding arenas in Quebec City and Regina through a little-used federal corporation called PPP Canada, which invests in projects with the private sector.

Responding in French, Flaherty confirmed PPP Canada has received a “few applications” relating to arenas and stadiums in Canada, but would only say it is the corporation’s responsibility “to do their work on this topic.”

Bloc Québécois Leader Gilles Duceppe has asked Ottawa to earmark $175 million for an NHL arena in Quebec City that opponents have said does not warrant federal funding. It is believed the Bloc could support Flaherty’s budget and prevent a spring election if its demands on the arena and other funds are earmarked for Quebec’s capital region.

Quebecor CEO Pierre Karl Peladeau has already pledged millions of dollars in a bid to bolster efforts to resurrect an NHL franchise in the city.

Ignatieff said a Liberal government would rule out public subsidies or grants for NHL teams, but at the same time added his party would be “open” to a well-drafted proposal for public-private partnerships, provided they are delivered on a national scale.

“Let’s not give a gift here and nothing there,” he said in French. “Mr. Peladeau said he would spend millions of dollars, but we need a plan. I cannot do anything, as a lawmaker who is responsible, just with promises from millionaires.”

Don has re-designed the website for the resistance to Lockheed Martin in the 2011 census.  The census is only four months away.   It is critical that people know where they can go for information to make an informed decision about their participation in the census. 

For me the 2006 on-line support was extremely helpful.   There’s a place to go to ask questions, obtain recommendations and share information.  The sharing was along the line:   “This is what happened to me.  This is the action I took.”

The resistance in 2006 was significant.  It will be much, much larger in 2011.  Many more people are aware of Lockheed Martin’s role.    The next posting is an informative communication from the inside of Statistics Canada, about the objections of StatsCan employees to Lockheed Martin’s role in the census.

The strategy you mentioned to Sandra Finley, about mass declarations of non-compliance with the upcoming census should be considered. The thing to be aware of is that, last census, there were hundreds of thousands of refusals to complete the census, yet only 64 charges laid. 

My conclusion is that only people who publicly or in letters to StatsCan proclaimed that they would or did refuse the census were prosecuted because by admitting their non-completion of the census, they provided the evidence needed by a court to register a conviction. StatsCan knew that if an individual had not publicly admitted non-filing, proving in court that they did not in fact file would be very difficult.  …

So if you go with your idea, the wording of the petition or declaration is important. Better to say that I am not planning to complete my census, or don’t expect to complete my census, rather than I WILL not complete my census.  The other alternative, of course, IS for thousands of persons to declare that they will not complete the census, like Sandra Finley did, and be prepared to be prosecuted as a means of raising public awareness. 

I think the Youtube video idea is great.  …

Unmanned plane patrolling stretch of Canada-U.S. border
A warning to Canadians smuggling batches of “B.C. bud” or other contraband into the United States: Beware the eyes in the sky.

An unmanned plane the U.S. government has been using to patrol North Dakota’s northern border since 2009 is now flying along a greater section of America’s northern frontier, stretching from Spokane, Washington, to the Lake of the Woods region in Minnesota.

Officials with U.S. Customs and Border Protection say the aircraft can transmit live, streaming video and radar images from above the huge swaths of rugged — and remote — terrain that are a haven for criminals sneaking marijuana and ecstasy into the U.S. and cocaine into Canada.

“We’re trying to work the border smarter, not harder,” said John Priddy, director of National Air Security Operations Center-Grand Forks in North Dakota, where the aircraft is based. “There’s new technology being deployed, which will make it more difficult to conduct illicit activities.”

Resembling a giant mechanical wasp, the remote-controlled Predator B — which has a length of 12 metres and a wingspan of 20 metres — can stay in the air for 20 hours at a time and typically flies at about 6,000 metres.

The MQ-9 is a larger and more capable aircraft than the earlier MQ-1 Predator, although it can be controlled by the same ground systems used to control MQ-1s. The Reaper has a 950-shaft-horsepower (712 kW) turboprop engine, far more powerful than the Predator’s 115 hp (86 kW) piston engine. The increase in power allows the Reaper to carry 15 times more ordnance and cruise at three times the speed of the MQ-1.Although the MQ-9 can fly pre-programmed routes autonomously, the aircraft is always monitored or controlled by aircrew in the Ground Control Station (GCS) and weapons employment is always commanded by the pilot.

In 2008 the New York Air National Guard 174th Fighter Wing began the transition from F-16 piloted planes to MQ-9 Reaper UAVs, which are capable of remote controlled or autonomous flight operations, becoming the first fighter squadron conversion to an all-UAV attack squadron.

Then U.S. Air Force (USAF) Chief of Staff General T. Michael Moseley said, “We’ve moved from using UAVs primarily in intelligence, surveillance, and reconnaissance roles before Operation Iraqi Freedom, to a true hunter-killer role with the Reaper.” As of 2009 the U.S. Air Force’s fleet stands at 195 Predators and 28 Reapers.

UAV Operators at Joint Base Balad (LSA Anaconda), Iraq, April 20, 2005The United States Department of Homeland Security initially ordered one Reaper for border patrol duty, referred to as MQ-9 CBP-101. It began operations 4 October 2005, but on 25 April 2006, this aircraft crashed in the Arizona desert. The NTSB determined (Record Identification: CHI06MA121) that the cause of the crash was most likely a pilot error by the aircraft’s ground-based pilot in the use of a checklist. During its operational period, the aircraft flew 959 hours on patrol and had a part in 2,309 arrests. It also contributed to the seizure of four vehicles and 8,267 pounds of marijuana. Because of these successes, a second Reaper, called “CBP-104” (initially referred to as “CBP-102”), was delivered in September 2006, and commenced limited border protection operations on 18 October 2006. The program was further expanded on 16 February 2009, including Canadian border patrols where US officials were concerned about the exploitation of the border by “drug smugglers, migrants and terrorists”.

The CBP-101 was equipped with the Lynx SAR, AX-15 payload, ARC-210 radios, and other sensors and communications equipment; CBP-104 was enhanced with Ku band satellite command and control link and MTS-A EO/IR sensors.[24]

The President’s FY 2006 Emergency Supplemental budget request added $45 million for the Reaper program, and the FY 2007 Homeland Security Appropriations bill adds an additional $20 million. In October 2006, GA-ASI announced a $33.9 million contract to supply two more Reaper systems by Fall 2007.

U.S. Customs and Border Protection has six operational MQ-9s. One based in North Dakota, at the UAS Operations Center in Grand Forks, four in Arizona, at the UAS Operations Center in Sierra Vista and one based at Fort Drum, N.Y. The aircraft are equipped with GA-ASI’s Lynx Synthetic Aperture Radar (Lynx SAR info/web page) and Raytheon’s MTS-B ElectroOptical/Infrared sensors.

U.S. senators from states along and near the nation’s northern border requested Thursday that the Department of Defense provide military radar to crack down on drug trafficking by low-flying aircraft.

Drug smuggling across the border with Canada is much more prevalent than indicated by the number of cases in which drugs have been seized, according to a federal report from November and recent media stories that Sen. Charles Schumer of New York cited.

Less than 1 percent of the 4,000-mile border is considered under the operational control of U.S. border officials, a General Accountability Office report found this month. Most areas of the northern border are remote and inaccessible by traditional patrol methods, the report said.

Customs and Border Protection believes it can detect illegal entries, respond and deal with them on only about 32 miles of the northern border. The Border Patrol was aware of all illegal border crossings on only 25 percent of the border, or 1,000 out of 4,000 miles, the GAO report said.

Some members of Canada’s Parliament have dismissed American worries about security along the countries’ border. Immigration Minister Jason Kenney has said Canada has improved security.

Use of radar in Washington state from 2005 to 2008 by the departments of Defense and Homeland Security was considered a success in identifying low-flying, drug-smuggling aircraft that hadn’t been previously identified ….

Send out armed Reapers instead and splash any aircraft that don’t comply with flight standards.  That will get them back to just smuggling with trucks, boats and body packs.
